DDSO/OSG Coordination Information

Project/Event: Super Bowl LII (52) at Minneapolis MN Sunday, February 4, 2018

Description:

In anticipation of a large number of aircraft operating in the Minneapolis-St. Paul Metropolitan area during the week of Super Bowl LII, Special Traffic Management Procedures will be used to minimize air traffic delays and enhance safety.

Operational Impact:

Temporary routes have been instituted into/out of the Minneapolis-St. Paul Terminal area to optimize the traffic flow for the Minneapolis-St. Paul satellite airports. These temporary routings are designed to increase the efficiency of the Minneapolis TRACON airspace and minimize air traffic delays. Note that some normal arrival and departure routes will not be available within 250nm of the Minneapolis-St. Paul Terminal Airspace between Thursday, February 1st and Tuesday, February 6th. The preferred arrival and departures routes that have been developed for this event are defined via NOTAM and can be found at https://www.faa.gov/air_traffic/publications/notices/ under Notices to Airmen, Section 4. Major Sporting and Entertainment Events, Minnesota, Super Bowl LII.

Due to anticipated frequency congestion from the large volume of arrivals and departures to and from the Minneapolis-St. Paul terminal area, Minneapolis ARTCC will be unable to provide IFR departure clearances over published frequencies. Pilots should call the appropriate Flight Service Station (FSS) to request an IFR departure clearance.  IFR changes of destination will not be granted within 250nm of the Minneapolis-St. Paul Terminal Airspace except in emergency situations. Duplicate flight plans (same time/call sign) to multiple airport destinations are subject to removal from the system.

Traffic management initiatives for the event are designed to provide equitable airspace access. A reservation program will be utilized to manage parking and staging of aircraft at participating airports and will be administered by each FBO at the following airports:

Minneapolis-St. Paul Intl./Wold-Chamberlain (MSP) – St. Paul Downtown/Holman Field (STP) – Flying Cloud (FCM) – Anoka County/Blaine Airport (Janes Field) (ANE) – Crystal (MIC) – South St. Paul Municipal/Richard E Fleming Field (SGS) – Airlake (LVN) – Faribault Municipal (FBL) – Buffalo Municipal (CFE) – Maple Lake Municipal (MGG) –Simenstad Municipal/Osceola (OEO) – Red Wing Regional (RGK) – New Richmond Regional (RNH) – Lake Elmo (21D) – Albert Lea Municipal (AEL) – Austin Municipal (AUM) – Brainerd Lakes Regional (BRD) – Chippewa Valley Regional/Eau Claire (EAU) – Duluth (DLH) – La Crosse Regional (LSE) – Mankato Regional (MKT) – Owatonna Degner Regional (OWA) – Rochester Intl (RST) – St. Cloud Regional (STC)

Delays:

Potential arrival and departure delays may be anticipated due to excessive demand. These delays could exceed 30 minutes during the heaviest arrival/departure volume periods.

Traffic Management Initiatives:

The following initiatives may be implemented during this event:

     1.  Required reroutes to avoid congested airspace for traffic within Minneapolis ARTCC

     2.  Enroute spacing programs to Minneapolis -St. Paul Terminal Airports

     3.  Limited Airborne Holding up to 30 minutes

     4.  Expanded Mile-In-Trail restrictions for Minneapolis-St. Paul Terminal Airports through the ATCSCC

     5.  Short term Ground Stops or Ground Delay Programs

     6.  More restrictive initiatives will be considered if warranted

Customer Coordination:

Discussions will take place if needed on the Strategic Planning Webinars.
